Gull Harbor, Wisconsin is an oddity. Sitting just outside Manitowoc, it only has about two square miles of of township and it overlooks a natural harbor. In the center of this harbor is an island, home to the remains of the Big Dreams Amusement Park. Once heralded as "the premier amusement partk of the midwest", these days the park sits abandoned. What few structures remain rock in the breeze, the rest consumed by a fire that swept through the park in the early 2000s. Still the park sits in wait for crowds that never come, and the Big Dreams Amusement Park is now a place of Small Nightmares.

Walter Vang was a boy attending public school, at least till he was framed for the murder of his best friend. Without a case or trial, he is immediately sent to Avon Central Academy for Confused Boys and Girls. Where he meets many different people, who were casted aside from society and were to be killed a year after they arrived. And now, He is in the same boat as them.
